In 2025, the Brisa Group delivered solid and sustained performance, marked by growth across key financial indicators, enhanced infrastructure resilience, and further progress in its sustainability and innovation strategy.

The resilience of road infrastructure remains a central pillar of the Group’s activities, in line with its commitment to developing reliable, sustainable and resilient infrastructure. In this area, Brisa strengthened its risk management and adaptation to extreme weather events, introducing measures to protect its assets and ensure continuity of service.

In 2025, the Group invested €109 million in maintaining and modernising its network, ensuring high standards of quality, safety and infrastructure resilience.

Investment in technology and digitalisation continues to be a key differentiator, with the implementation of intelligent network management and monitoring systems contributing to greater operational efficiency and improved user experience.

The Group’s strategy also remains closely aligned with ESG criteria, including ambitious decarbonisation targets and the integration of climate risks into decision-making, establishing sustainability as a pillar of long-term growth.

At the same time, the Brisa Group continued to expand its international presence through acquisitions and business expansion, strengthening its position as a leading European mobility operator with a presence in 15 markets.

Brisa Group invests in self-regenerating vegetation along its motorways

The Brisa Group aims to protect and enhance Areas of High Natural Value located adjacent to its motorway network by 2028, promoting the regeneration of surrounding vegetation and the recovery of biodiversity in the territories covered by its concessions.

This commitment forms part of the Brisa Nature Positive strategy, highlighted in the Brisa Group’s 2025 Integrated Report, and includes practical on-the-ground measures supported by annually defined intervention plans.

Brisa Group ranks among Europe’s top three operators

International expansion has been one of Brisa Group’s main growth drivers, with significant progress in electronic tolling, mobility technology and vehicle inspection.

In this context, through Via Verde, the Brisa Group completed the acquisition of 100% of French company Axxès in 2025. Axxès is a leading provider of electronic tolling services for heavy goods vehicles. The acquisition expanded the Group’s operations to 15 European countries, positioning it among Europe’s largest electronic toll service providers.

This international growth is also evident in the Netherlands, where Via Verde, through its subsidiary MOVE-IZI, operates toll collection on the A24 and the tunnel providing access to the Port of Rotterdam. In the same country, Brisa will operate the tolling system for all heavy goods vehicles travelling in the Netherlands from July.

International expansion also extends to Controlauto, which strengthened its presence in Spain in 2025 with the acquisition of Mecod, following the acquisition of Catalan group PrevenControl in 2024. With these acquisitions, the company now operates nine vehicle inspection centres in Spain and is the fourth-largest operator in the Iberian Peninsula.

Gender parity and inclusion

The Brisa Group’s Integrated Report highlights its strengthened commitment to promoting female leadership, with women accounting for 40% of management positions, exceeding the target set for 2030. The report also highlights the convergence between the proportion of women in the workforce (39%) and in leadership positions (40%), reflecting an active policy of promoting equal opportunities and recognising talent.

The report also highlights Nova SBE’s Inclusive Community Forum, which focuses on the inclusion of people with disabilities, and the partnership with PWN Lisbon to support women’s professional development within organisations. The Group has also joined the Commission for Citizenship and Gender Equality’s Pact Against Violence and renewed its efr (Family-Responsible Company) certification, which recognises its efforts to promote work-life balance and the conciliation of professional, personal and family life.

On track for carbon neutrality by 2040

In response to the climate crisis, the Brisa Group’s 2025 Integrated Report reaffirms its commitment to achieving carbon neutrality by 2040, bringing this target forward by ten years compared with European targets. The Group has set an interim target of reducing emissions by 60% by 2030, compared with 2021 levels.

To achieve this goal, the Group is electrifying 63% of its operational fleet, installing photovoltaic panels to increase renewable energy self-consumption and replacing conventional lighting with LED technology across its entire network. The Group is also optimising heating, ventilation and air conditioning systems in buildings and tunnels.

In terms of road safety, the report highlights a 44% reduction in fatalities across the BCR network compared with 2019. Nevertheless, 18 fatalities were recorded in 2025, falling short of the targets of zero road deaths and zero serious injuries by 2050.

The Group’s key financial indicators include operating revenue of €1.23 billion (+13%), while EBITDA reached €860.9 million. The Group paid €432 million to the Portuguese State in taxes and contributions. In 2025, the Brisa Group recorded a net profit of €173.4 million, against a backdrop of international expansion and increased investment in its network.
